The Role Responsibilities

Job Role

  • To ensure the Operations teams in the Country to operate in full compliance with all Country and Group policies as well as local regulatory requirements, through
    • Ensuring business strategies, standards and roadmap abide by Operations operating principles, policies and procedures of Country and Group Risk Management Framework (“RMF”)
    • Ensuring that the execution of Operations functions is fully compliant with statutory regulations, laws, guidelines, and industry practises as a corporate body (met and satisfied) for Operations, Technology, Vendor Management, Data Management (including Security and Protection)
    • Support CTOO in the overall effective and proactive management of all Operational risks, governance, and controls.
    • To build and run the Reg Reporting Unit activities more effectively and efficiently by controlling operational risk, motivating, and managing staff to maintain high level of service quality and accuracy in the most cost-effective manner, complying with group policies and legal rules and regulations. 
    • Adhere to all Regulatory return deadlines and authorise/ sign/ submit all reporting in Operations and confirmations to regulators.

Business

  • Access / authorise / sign and submit Regulatory Reporting in Operations and confirmations to regulator’s including returns through hard copies, web-based systems, electronic mail.
  • Overall responsible for the preparation, communication, implementation, delivery and expansion of Operations OR plans, working in close cooperation with country (COO, Legal and Compliance, local / regional Management Groups / Committees) and global (GSSC, Group Operations Governance and Controls and Group 
  • Operational Risk).
  • Support the country COO as the Risk Control Owner (“RCO”) of Information Security, Data Governance policies in accordance with the Enterprise Risk Management Framework.
  • In collaboration with L&C, identify, communicate, and expedite changes to comply with any new and amended regulations across Operations.
  • Represent Group R&C Operations at the country level for implementation of standards, continuous improvement programs and strategic transformations.
  • Embed the Group’s Values and Group Code of Conduct (GCC) to ensure adherence with the highest standards of ethics. Comply with relevant policies, processes and regulations, as part of the culture. Lead by example by displaying exemplary conduct behaviours and take personal responsibility for
    • The conduct of individuals in the job holder’s area of accountability ensuring behaviours set out in the GCC are followed
    • Operations achieving the outcomes set out in the conduct principals and pillars
    • Both direct and indirect dotted line managers are individually accountable to proactively communicate, collaborate, and agree on the conduct rating of employees

Processes

  • Ongoing review of material internal and external events against current control performance.
  • As the first line of defence, to comply with the applicable laws and regulatory expectations, and manage the risk that arises from first line activities and comply with policies set by the Second Line of Defence.

People and Talent

  • Develop and embed a high-performance culture and organisational mindset to effectively embed and communicate Operations policies and procedures in-country / region.
  • Develop ongoing training, communications and development programs for Operations personnel to ensure minimum standards in OR awareness and embedment of OR responsibilities in respective areas of work and adherence with the highest standards of ethics and compliance with relevant policies, processes and regulations among employees form part of the culture.
  • Ensure that the relevant staff understand and accept their responsibilities in relation to risks, governance and controls.
  • Ensure that direct reports are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
  • Ensure behaviour consistent with the Group’s values.
  • Display team spirit, strengthening internal relationships with no conflicts.
  • Ensure annual self-appraisals are completed and submitted on time.

Risk Management

  • Support Operations in enhancing the service levels without compromising Risk / adherence to service level agreements with the other functions.
  • Assist in coordinating, facilitating, and promoting understanding of operational risk and in implementation and management of OR within the assigned unit.
  • Ensure compliance with the Regulatory Reporting Risk Policy / Standards and other key Group policies.
  • Manage the Audit and Risk Control Standards associated with Operations.
  • Understand inherent Operational risks in all processes and assist to develop appropriate control systems and manage them.
  • Creativity in terms of proactively identifying risk and mitigating same.

Governance

  • Adhere to the regulators timelines and provide accurate reporting to regulators.
  • Support record keeping / archive on all unit related activities / work.
  • Assist in automating Regulatory reporting handled by the unit and to work closely with IT and vendors.
  • Ensure all complaint and queries on Regulatory Returns are handled effectively and timely.
  • Ensure compliance with the Regulatory Reporting Risk Policy / Standards and other key Group policies.
  • Ensure no failed audits on Regulatory Reporting.
  • Ensure no financial penalties / warnings due to errors / delays on Regulatory Returns.

Regulatory and Business Conduct

  • Display exemplary conduct and live by the Group’s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

  • Support to maintain and test the Business Continuity Plan.

Our Ideal Candidate

  • Commerce Graduate
  • 7 – 8 years of experience in operations.
  • Good experience in Regulatory reporting.
  • Good knowledge of group policies / Local regulations, controls, and procedures
  • Good knowledge of Operations processes and procedures
  • Good Internal negotiation skills and interpersonal skills
  • Advanced Knowledge in Excel.

Role Specific Technical Competencies

  • Should have a good knowledge of Reconciliations performed
  • Knowledge of local regulations / Group policies as applicable for the Reconciliations
  • Ability  to look in a broad angle in the Operational Processes and identify  Risk related exceptions / issues
  • Should posse’s problem solving, planning and analytical skills and strong involvement in a team-working environment
  • Excellent communication, planning, problem solving and organisation skills
  • Good behaviour with a good understanding of values of the Group
  • Broad knowledge / experience in products handled at Operations
  • Good time management skills
  • Computer literacy
